Preferences shortcut doesn't work

I press Ctrl then Q then P (holding Ctrl) and nothing happens. Is this a known bug?

There is no bug, CTL + Q sets the editor into an "input" mode so then you can press a pre programmed key such as "P" and the prefence dialogue appears.

You are holding down the CTRL and sending CTRL+ P and not just "P".
