Utility to changing encoding for many documents

I have several dozen text documents, some of which were originally encoded by Textpad as UTF-8 and some as ANSI. I must reliably convert them all to ANSI.

Using search and replace of all the documents, and then re-saving them, did not alter the documents' old encoding.

The only way I know how is by copying the contents of each, pasting them into a newly created document, and saving them as the old name. This works, but it is a very long, tedious, and error prone process.

Is there a utility or a method which can change the encoding of all the documents without doing it one by one?
