Can you Restrict User Capabilities from the command line

I am using the shell command in Microsoft Access to open .txt files with TextPad and I want to restrict access to certain menu paths i.e Open File and Save As. I know you can restrict user capabilities by altering the registry but I only want the restrictions to apply to the files opened from access, Does anybody know if this is possible?
