tools menu doesn't appear in configure>preferences

Hi,
I've installed textpad. but toos menu does not appear in configure->preferences menu. Any help?

Is it not at the bottom of the left-hand pane of the preferences window below General, File, Editor...Macros, Spelling, Tools?

If not, look under Help tools "How to Restrict User Capabilities"
