Configure my own commands

I work with TextPad 4.5 under Windows NT 4.0
I can't create my own commands, i think my privileges are to low.
In Configure > Preferences > the "extra" item isn't visible.
What can I do ?

If you look in the help under the contents tag, open up the "How to ..." section then open the "Customize Settings" section, you will see close to the bottom, "Tools Menu" and "User Tool Properties".

The short answer is that it is configured under "Tools" in the Preferences dialog. Click directly on "Tools", not the '+'.
