I need to create & manage some Windows help files. Is there any milage I can get out of Textpad for this?
If not, should I use FrontPage, VisualBasic, or something else?

For creating Windows help files you need a program which is able to create Documents in Rich Text Format (RTF) and supplies footnotes, single and double underlines and hidden text.
Once you have the RTF files you need Microsofts Help Workshop which can be downloaded from ftp://ftp.microsoft.com/softlib/mslfiles/HCWSETUP.EXE
