C++ Compile and Run

Please help I have a total of 72 hours to right a program in C++ from scratch, and I don't even knowwhat it has to do yet!

I can't seem to download Borland C++ Compiler (only about 15MB) as I can't get through to 'step 2' on their website!
I have used Borland C++ Developer before, which was all right, but I don't have access to it at home.
I can't get on well in dos, I have DJGPP, but the application will need to make a windows widow.

I want to use Textpad in a similar way that I used it to work in Java.

How can I get the free C++ compiler and runner tools for Textpad? I can see help pages in this website that briefly say how, but WHERE ARE THE FILES THEY MENTION!!!
