UTF8 document codes

I have just upgraded from 4.2.2 to 4.4.2 on a windows 98
hoping to overcome a problem of working with a utf8 enriched file.

I am not expecting Textpad to edit these characters just not touch them
and still allow the document to be read. Editpad can do this so ???

it brings up a will change character warning. when i press cancel
another error warning occurs ... not nice ;-[ ;-[ ;-[
