The EditUnicodeChar command does not work in the Search and Replace tool. It gives the code only.

Sorry about the imprecision of my terminology:
Search and Replace = Search > Replace
Configure > Preferences > Keyboard > Categories Edit: EditUnicodeChar
to set up the shortcut key
Also:
Help > Help Topics > Contents >How To > Edit Text > Type Multilingual Characters
Thanks to Ben Josephs for pointing this out to me. The Help topic needs clarification. I think my original suggestion that this topic needs a comprehensive HOW TO still applies.
There is also the problem that use of the 'Alt+' way of entering code points is not enabled on many Windows computers. Needs the regedit you mentioned elsewhere.
While I am at it: is there any way that anyone knows of that I can open and save as utf-8 for 7,000 files without going nutz?

Ah, now I understand. If the shortcut key is still ALT+X then you trigger the radiobutton "Hex" because it has the access key "x". If you haven't enabled displaying them check your Control Panel (it's not the highlighted option, it's the one about "Underline keyboard shortcuts and access keys"):

Not with Textpad, as it neither has a command line switch for achieving this, nor does it have menu items for only converting the encoding. Thank you for your reply and solutions. I changed the shortcut to ALT+U so the shortcut was not the problem. I have been implementing the cut and paste solution.
