Office XML Handler overrides TextPad as default for XML

Long time TextPad user to edit XML but relatively new to WIN 10. I have searched for 'Office XML Handler' and MSOXMLED with no luck.

Office 2016 is installed. In File Explorer I set TextPad as default program for XML. After I reboot, in File Explorer, when I 2-click an XML file, it opens in Internet Explorer. If I again set TextPad as default program, I am good until the next reboot.

Any thought on how to avoid this annoying issue?
