8.1.0 File Save/Open encoding: UTF-8 is broken on latest TP

1 Enter this text (including the ÃƒÂ³) and save the document as UTF-8

2 Verify the document is UTF-8:

3 Close the file and reopen it with File Open.

Expected: ÃƒÂ³ character displayed properly
Observed: ÃƒÂ³ character displayed as junk:

4 Close the file and reopen it with File Open setting encoding to UTF-8:

Expected: ÃƒÂ³ character displayed properly
Observed: Again ÃƒÂ³ character displayed as junk.

Document Properties now shows 1252, not UTF-8.

Tested on Windows Pro 64-bit.

Please upgrade to version 8.1.1 to fix this issue. Apologies for any inconvenience it has caused.
