Default directory at startup

If no workspace was open when I closed TP the Open command opens My Documents - previously it was opening a different directory by default. How do I control which directory Open will default to if there are no files already open in TP?

ISTR I had it set to open W:\sites, but setting 'Start in' to this directory in the windows shortcut properties is not achieving this.

Win7 TP 8.0.2 64 bit

Have you tried
Configure | Preferences | Folders | Startup
