non english versions: ui in English included, tips+help NOT

I've installed the german 64 bit version

Yes, I can switch to English language, but some files are missing so that I get errors when opening help menu/
/tip of the day: 'Cannot open.....txpadeng.tip' (also when launching Textpad)
/help topics: 'Failed to launch help'

thats annoying and I guess it is true also for the other language versions
