scrolling one line at a time problem

When using the mouse scrollbar while visually comparing two text files, it seems that the text does not go up or down one line at a time, as I would expect it to do.

This issue is a bit weird because it happens intermittently, so not sure what the pattern is.

OS: Win Server 2008 64 bit
TextPad v5.2.0 32-bit

Make sure Word Wrap is off. Does that help?
