Is there any way to customize the shortcuts for user tools. For example, I created some tools, but deleted some in the process. Now, the shortcuts are ctrl-1,ctrl-2,ctrl-3,ctrl-5, and ctrl-8. If I create another tool, that becomes ctrl-9, and the next tool doesn't get a shortcut. I don't mind if I'm limited to ctrl-# shortcuts, but I'd like to be able to say which shortcuts go with which commands.

Look in the online Help: Customize Settings, Keyboard.
From the main menu select: Configure, Preferences.
From the tree select: Keyboard
In the Categories list select Tools and do your thing.
