Ver. 4.5 Error on Installation - Please Help

I have not previously had TextPad. When I went back to the site some of the wording there made me think that perhaps 4.5 is just an upgrade only load for those who had earlier versions. But the initial info I got on it did not explain that. If the answer to my problem below is that I have to uninstall 4.5 and load a lesser version THEN load 4.5 -- I'll do it but am not happy that wasn't made clear from the onset.

INSTALLATION PROBLEM:
Just downloaded Version 4.5 minutes ago. When I clicked on the executable self-extracting zip file to install it whirled around then stopped and displayed the followin message:
Error #0x80070725
Description: Incompatible version of the RPC stub.
Setup will now terminate.

The only option was something like and OK button.
I am running Windows '98 and have plenty of resources. Anybody got a clue what I can try to get the program installed and up and running?
