For what purpose?
The only thing where colors are necessary is for syntax coloring.
Go to Configure/Preferences/Document Classes/Default/Colors
click on the little arrow next to "Foreground" and then on custom - voila, a color picker!

One other option - if you are referring to an HTML-type color picker - is to specify a color-picker applet as an add-in tool. You do this by going to Configure | Preferences | Tools and selecting the executable.
You can then automatically display it by selecting it from the Tools menu.

In reply to Alex's posting, I'd recommend Richard of York (http://bitrot.net/software/roy/) as an excellent HTML colour picker. As the icing on the cake, it comes with instructions for integrating with TextPad versions 3 and 4 (http://bitrot.net/software/roy/integrate.html).
