Tools menu is gone from preferences

It used to be that in configure\preferences there was a tools menu, it is now gone, why? and how can I get it back.

It's still there on mine (v 4.4.1)

It is possible to restrict user capabilities in Textpad.
One of the capabilities that can be removed is the use and creation of tools.
