I certainly might be missing something, but I cannot find how to have a ruler bar visible.
Is it possible, and how?

That never existed and will never exist. The logical reason: TextPad is one big editor, not multiple pages (like f.e. Microsoft Word). Likewise there's no point in showing a ruler to one endless page, nor would there be any exactness as to how the rendered ruler on a screen would fit to printing any content to actual paper.
No. TextPad is for editing text and it can deal with very large files. Microsoft Word is for formatting text (like underlining and coloring), choking on bigger files/content.

If you need a horizontal ruler for:
- knowing the current column you're in: look at the status bar (at the bottom) to find your text cursor position.
- inserting a tabular stop: those don't exist in TextPad either, nor are you able to use anything else than left-aligned tabular stops.
- measuring a length on a monitor: TextPad's main purpose is not on printing either. But for printing you have the "Page setup" dialog where you can set the margins in millimeter.

Just to offer another opinion, this feature has been suggested in the suggestions forum and there are many good use cases for such a feature, one of which is easier visualisation of tab stops. If you want this feature too, please add your voice to the enhancement suggestion.
