In Windows 11 (23H2) there is a setting under Personalization > Colors: "Show accent color on the title bars and window borders."
Textpad 9.5.0 always shows the accent color over the borders of its various windows even when that setting is off.

If you want that behavior, set the appearance to "Windows native look".
