Hello,
I have this problem with several versions (incl. 9.3.1):
I have a file (e.g. TXT) which is registered in a document class as ANSI. Now I want to open it with command line parameter -cd to use explicitly DOS (because the file was generated with this codepage) - this will be ignored and Textpad uses ANSI from (I assume) the document class.
Opening the file with the Open File dialog box works, but it is a little bit annoying when I'm working mostly in the Explorer.

This will be fixed in the next release. Thanks for reporting it.
