TextPad's installer creates registry entries which are used by File Explorer to open files in a single instance of TextPad. This behaviour can be changed by extracting "textpad9-multi-inst.reg" from the attached zip file and double clicking it in File Explorer.
To revert to the default behaviour, do the same with "textpad9-single-inst.reg".
These files are for version 9. The zip also contains similar files for version 8.
Notes:
1. The default will be reset each time a new release of TextPad is installed.
2. Making these changes to the registry requires administrator rights.

This registry change fixed one of the issues I was going to report - opening in same instance. However, it did not fix the other one:
Previous versions of TextPad added an entry to File Manager' right click an entry "Open with TextPad Instance ...", which is now missing. Although seldom used (at some point I even considered it a bloat to the menu), it has its use, and would be nice to have it back (even with a registry hack).

That's a configuration option. You can set it using Configure » Preferences » General » Put shortcut on context menu.
Note that when that option is set, File Explorer locks ShellExt64.dll in the system folder of TextPad's installation folder, so it will entail a reboot after any updates to TextPad. Alternatively, unset that option before updating.
