Open Web Page via Tool Button

Want to open a URL via a Tool Button. What is the best way to do this?

I can't fathom why you'd want to do this, but you can by creating a DOS Command tool with the following settings:

Command: cmd.exe
Parameters: start [enter URL here]
[x] Close DOS window on exit
