Closing all documents disables macros toolbar?

Closing all documents disables macros toolbar?

I have toolbar macros opening Textpad files, but once I close all documents, access to the macros to start with a clean slate is disabled. Is there a way keep them enabled, after closing all documents?
TextPad 8.16.0 64bit in English and TextPad 9.1.0 64bit in French, on two separate Windows installations
