lost tool bars and menu bar

My menu bar has 'disappeared'. It happened when I was using the touchpad on my laptop, which is a problem for me as I tend to let my left thumb drag on the touchpad
I couldn't find anything in the toolbars to restor the menu. I proceeded to remove the toolbars and now I don;t have any tools either.
Is the a config file that I can edit to get the menu bar back?
