No TextPad in Explorer contextmenu on Windows Server 2003 R2

I have installed Textpad 5.4 on Windows Server 2003 R3, 32-bit.

When I'm browsing files in Windows Explorer, and rightclick a file, the contextmenu comes up.

Normally on Windows XP, the option for TextPad appears near the top of the contextmenu.

On Windows Server 2003 R2 however, it is completely missing from the contextmenu.

How can I activate TextPad in the contextmenu?

Click Configure > Preferences > General.

Under Put shortcuts to TextPad on, select Context menu.
