Even if "Word Wrap" is off, "Block Select Mode" is On, and selecting block, "Fill Block" menu is still grey out.
What do I do to enable "Fill Block" menu?
TextPad Version is 5.3.1.

Do you actually have a block selected? If not, fill block is disabled.
Fill block is also disabled if you use a non-proportional font.

The "File block" was disabled even if I selected a propotional font (Arial) for Font for "Default" type and "Text" type on Decument Classes.

MudGuard accidentally got it backward. You must use a NON-proportional (aka fixed width) font to enable Fill Block. Try using Lucida Sans Typewriter or (ugh) Courier New. If you use one of those, and you are able to select a block, and Fill Block still isn't enabled, then ... well, then problem is elsewhere.

After changing to a NON-proportional font, the "Fill Block" was enabled. :)
