Java sdk tools cannot find file specified

Ive used textpad with java for a year but after installing windows 7 on my computer the sdk tools disappeared and after several reinstalls of both java and textpad they have finally shown up but only if i add them in the tools menu. They are never there automatically. When i try to use any of the three i get the message 'the system cannot find the file specified'. Ive checked all the registry entries mentioned in the faq and they are pointing to the correct location for the files needed. What can i do to stop this from happening?
