View Visible White Space Fails

In TextPad 5.3.1 [5030001] (and in my previous 5.2.0), for me the View Visible White Space global setting is not working.

With no document open (grey screen), I went to Preferences | View | Visible white space: and selected Paragraphs, Spaces, and Tabs.

After selecting Apply and OK, I opened a New document.

No Visible white space characters appear.

If I select View | I, they appear, but only for that document and for that instance.

Running Windows XP Home SP3.
