Vista & XP Differences in Character Display

When I open a text file containing some non ascii characters in XP these show up as thick black vertical bars but the same file opened in Vista shows spaces only. In both cases I'm using textapd version 5.3.1.

More worryingly, in Vista as you scroll left and right, Textpad adds numbers into the record where there were spaces, blocks of '99999's appear. Not sure if this is to do with character sets, a textpad bug, a windows vista issue or something else. Have tested it on several XP and Vista machines and the problem is consistent on all the Vista machines.
