Missing tools

We are using textpad 473 in an locked down user env. We have a strange problem. The Tools option under preferences is missing.
An admin or power user (different pollicy) does not have the problem.

anyone an idea how to figure out which setting this option restricts??

Go to Content tab
Select How To ... - Restrict User Capabilities - Restricting User Capabilities
