How to create a "new" textpad file?
I want to right click on the desktop, select 'New', and see an option to create a new TextPad file. Does anybody know how to do this?

You just described it
Make sure that TextPad is set up as the default program to edit text files. Use the TextPad Preferences, File Associations to do that.
Right click on Desktop, select New, select Text Document.
Double click on the file, and TextPad editor will open it. You can then use File Rename to rename it from New Text Document.txt to whatever you want.
If you set it up as a notepad log file*, then TextPad will also automatically insert the date and time on the last line.
* If you type .LOG in capital letters as the first line in a Notepad file, Notepad should automatically add the current time and date to the end of the file every time you open it.
