Missing ANSI 147 to 160

I was working on a French document which uses “ and � quotes (ANSI 147 and 148) which were missing from the ansichar.tcl.

I inserted these into the .tcl list, but I was curious as to why the characters between ANSI 147 and 160 are missing.

Are there any updated .tcl clip files exist for download?
