Textpad with save to disk disallowed?

We have some criteria to disallow users to SAVE TO DISK for security reasons...

However, we still want to allow them to use the textpad software.

so basically, restrict saving to disk - only a memory storage tool and gets cleared when textpad is closed.

Any suggestions?
