How could I change the "Document tab" on the top?

How could I change the "Document tab" on the top?

When I choose View->Document Tabs I found tabs are at the bottom of the window, I don't like this style, how can I change it? Thanks

Preferences / View / Tabbed Document Selector checkboxes. Select the At top of frame option.
