Crash when customizing toolbar?

I just installed v4.73, and when I go to View -> Toolbars -> Customize the program crashes. Sometimes no error message appears, otherwise I get this error:

OS is XP Pro. I had installed SP2 but this crashed Windows so I had to re-install, some non-working SP2 stuff is left over. 800mhz Celeron, 192MB, 4MB video, all-around piece of crap.

[edit] This also occurrs if I click File -> Manage Files.
