Do TextPad have a features:

- Right-click on Windows Explorer menu;
- Disk-based editing so that external changes is known by the editor.

Yes. You set this in the configure->preferences->general, tick context menu and/or send to menu.

Yes. You set this in the configure->preferences->file, when files are modified by another process. Not sure what you mean by the "Disk-based" part though, but TP loads the entire file to memory in one go. Some editors do limit the amount of memory they use and only load the parts of the file the user needs.
