javac.exe not found despite C:\j2sdk1.4.2_02\bin PATH VAR

May already be known and let me know if I'm wrong, but..

After upgrading 4.5 to 4.7, lost the ability to Compile Java
Error c:\Windows\System32\javac.exe File not found.

Problem seems to be that my XP Path environment variable isn't being read, or it would find javac.exe in C:\j2sdk1.4.2_02\bin

Created my own tool shortcut with a full path which works fine.
