You can start TextPad with a command line @filename to include all the files listed in the file. Like: textpad.exe @myfiles.txt
From the Help Section on commands:
This switch will open all the files that are listed, one per line, in the specified file. This overrides the option to load the workspace, specified on the General page of the Preferences dialog box.
