General questions about using TextPad

Whenever I click *File - Open* TextPad starts off in some stupid System folder. Anyone know how I can change it to one I want

Configure menu --> Preferences menu item --> Folders item --> Startup

I also find Configure->preferences->General->"Working folder follows active document" very useful
