I want to try making an application for my Palm Pilot OS 3.5 using TextPad. What files or programs will I need? Where can I find them?

I'm not clear on your question. TextPad is just a generic text-editor.
Go to the add-ons section of this website and download whatever stuff (syntax, macros, ...) relating to the language you're going to write your code in, install and configure it, and just start typing away...
As far as palm-related development, I guess you'll want to sign up with Palm and get their emulator and such...
