...whenever I reboot --
possibly wherein I have not first closed the workSpace ?

I found nothing as suggested.
Finally I turned on the Standard Tool Bars,
under View => Toolbars, and
clicked WordWrap Icon.

Then, to save the space of the tool bar,
I turned it off.
