this is quite a common problem, ..

textpad it seems, cannot edit binary files
it opens them as read-only

is there a way to do edit them in binary/hex/dec from textpad?

This is because textpad cannot do binary editing. You can view, but not edit. If you need a hex editor there are free hex editors available. If you need advanced hex editing i don't think the free options is the best one though.
