Textpad as Default in Vista

I just changed over to Vista Home Premium.
Before if I wanted to make TextPad the notepad replacement, txplink would copy the appropriate notepad replacement to the Windows, Windows/System32, and Windows/System32/dllcache folders.
But, unless I'm going blind, there's no dllcache folder in Vista.
Is this right? Do I need to adjust for this in some way to replace notepad.exe?
