Add ability to change the hotkeys for Tools

Currently, if I create 5 tools, it assigned Ctrl-1 through Ctrl-5, which I can reorder. Even when I reorder them, they maintain the same hotkeys.
When I delete the Tools assigned to Ctrl-1 and Ctrl-2, the other three maintain their hotkeys as Ctrl-3 through Ctrl-5, and it will re-assign Ctrl-1 and Ctrl-2 when I create new Tools.
This is fine as is, since it would be confusing if Tool hotkeys change automatically when reordered or deleted, but it would be very nice to be able to change the hotkeys when it makes sense.
