Cannot access .BAT file, its being used by another process

I can compile everything when i hit CTRL+1 but when I go to run (CTRL+2) it gives me an error.
The error message says that the .BAT file is being used by another process. I don't know what to do to fix this problem, and i have no idea what process is already using this tp0004df7.BAT file. The .BAT file changes everytime I go to run it also. If anyone knows anything I appreciate the help.
