Inconsistent menu keys for: Find In Files

The menu shortcut key is defined DIFFERENTLY depending upon whether any windows are open or not.
With at least one window open: File In Files
With no windows open: Find In File
In other words, in one case the "I" is underlined (and active) and in the other the "F" is underlined (and active).
I use the Visual Studio resource editor to modify this for myself. But it would be nice if you had a consistent user interface.
