In Textpad 4.7.3 under Windows XP, I see this bug:

Ampersands in filenames are displayed as percents in document tabs.

For example supplose a file is named
"odds & ends.txt"

When I enable document tabs (View / Document Tabs) the file shows as:
"odds % ends.txt"

The file name is displayed correctly in the Document Selector pane.

I also see the same thing under Windows2000.

I don't know when this bug was fixed, but it's OK in TextPad 5.3.
