I have noticed that while TextPad installs a "TextPad" option in the context menu for .txt files (for example), it is not present when the icon right-clicked is a shortcut for a .txt file (for example).

Could "TextPad" be added as a context menu option for the shortcuts of the same types of files it already appears for?

You can make a shortcut to Textpad in the Sendto directory. Thereby you can rightclick the shortcut and select TextPad under Send to.
