I can only use Absolutelayout in Netbeans,
because it uses some specific library,
can I configure Textpad to ran AbsoluteLayout?

No.

Textpad has the ability to call the Java compiler or the Java Runtime environment - if they are configured as tools.

And Textpad can be used to edit java source code.

Otherwise, Textpad has nothing to do with Java.
